Not sure if Minefactory Reloaded is in Infinity, but capturing a wither skelly in a safari net and spawning them in a MFR auto-spawner fueled with mob essence and RF is my preferred way to farm wither skelly skulls. I did this all the time in FTB 1.6.4 packs.
